Only a very particular type of people were/are considered suitable to become Conciliatory and be considered for the process of initiation
Those with the particular depth of understanding, maturity and experience, of a leader
It seems within the Crata Repoa that the "makings of a leader" may have been mistranslated to mean that only Kings and Priests could be considered for initiation, when this is not the case. Nobility and title has nothing to do with the worthiness, or suitability of the Conciliatory
